An Egyptian director and producer, he studied in the French school Lycée El Horreya. After graduating from the Faculty of Social Work in Helwan, he switched to studying directing at the Higher Institute of Cinema. He began his artistic career as an assistant director in children's programs on Egyptian television, and then worked as an assistant director with several directors, including the late Youssef Chahine. In 1999, Mandour made his directorial debut with the comedy series And How Are You?. Then he turned to the cinema through his first film What's Going on?. He also produced several films, including Eye of the Sun directed by Ibrahim El Batout.
